The annual awards are sponsored by the China Scholarship Council (CSC), a non-profit agency affiliated with the country's education ministry aimed at providing financial assistance to overseas Chinese students and foreign students wishing to study in China.

China and the United States vowed to further enhance bilateral cooperation in boosting tourism and people-to-people exchanges. At a forum on China-US tourism cooperation held as part of the ongoing 25th session of the US-China Joint Commission on Commerce and Trade (JCCT), visiting Chinese Vice Premier Wang Yang said a recent decision by both governments to extend the validity of tourist visas for each other's citizens will provide great development opportunities for tourism industries of both countries.

The initiative, known as Zhi-Xing China-Perfect World US-China Young Leaders Fellowships, aims to sponsor 15 to 20 American professionals who are interested in Chinese culture and China-related work to visit and study in China every year through 2024.
