The US Congress created the EB-5 program in 1990 as a way to stimulate the economy and create jobs. The original program was designed to allow foreigners an opportunity to obtain permanent residency by making a $1 million investment in a local US business that also created and retained at least 10 jobs. The bill was amended in 1992 to include "regional centers" - geographic areas that can be economic entities, public, private or a hybrid of both, which are established to promote economic growth, improve regional productivity, create jobs and increase domestic capital investment.

China and the United States agreed on Thursday to boost military ties and counter-terrorism cooperation during high-level annual talks in Beijing, but there was little immediate sign of progress on thorny cyber-security or maritime issues. The two-day talks, led by Secretary of State John Kerry and Treasury Secretary Jack Lew for the United States and Vice Premier Wang Yang and top diplomat Yang Jiechi for China, were never expected to achieve great breakthroughs. The fifth Strategic and Economic Dialogue is more about managing an increasingly complex and at times testy relationship.

Chinese and U.S. officials agreed on "constructive" management of differences as the sixth Strategic and Economic Dialogue (S&ED) concluded in Beijing. "The success of this round of talks reaffirms that the two countries have the ability and wisdom to manage their contradictions and differences," Chinese Vice Premier Wang Yang, one of the two Chinese co-chairs of the dialogue, said at the closing session. Wang highlighted the economic dialogue that yielded over 90 items of agreement, laying the foundation for the meeting of the two presidents in November.

Clean energy, the environment and climate change are emerging as the new engines of China-US ties. China and the US are faced with similar challenges and share common interests in terms of climate change and clean energy, said Xie Zhenhua, deputy director of China's National Development and Reform Commission, at the 2014 China-US EcoPartnership Workshop on Tuesday. Jonathan Elkind, assistant secretary of US Department of Energy International Affairs office, said that there can be no solution to climate change and environmental protection without China and US participation.

After a medical exchange conference on the Chinese People's Liberation Army Navy hospital ship Peace Ark on July 3 as part of the 2014 Rim of the Pacific (RIMPAC) exercise, the Chinese vessel greeted military medical officials from various participating nations on Tuesday in a presentation on traditional Chinese medicine. Zhai Xiaofeng, the TCM clinic doctor of the Peace Ark hospital, explained the basics of TCM to 18 visitors.

Chinese xiangsheng actor and comedian Guo Degang said he plans to purchase a broadcasting network in the US. Guo, and his partner Yu Qian, recently performed in Chengdu, Sichuan province on July 6. After the show, the 41-year-old told reporters he has entered the "most comfortable" stage of his career, but his ambitions have yet to stop growing. "I am preparing to apply for a private broadcasting license in LA, so that xiangsheng and Deyun She skits (a xiangsheng performance theater established by Guo in 1995) can air on television," said Guo.

With China's real estate market declining, Chinese investors looking to diversify abroad have found that sand and grass may be a bright spot- buying golf courses. "You can get a return on your money from 8 to 15 percent," Jeff Woolson, managing Director at the CBRE Golf and Resort Properties in Carlsbad, California. "Now we have Chinese investors looking at more than 50 percent of the courses that we bring to market," Karamitsos said. "The Chinese investors seem to gravitate toward development opportunities - golf and resort developments."

Chinese conglomerate Fosun International signed a deal on June 6 to purchase Studio 8 in Hollywood. The deal is the latest example of Chinese investors' interest in the US film industry. The Chinese government plans to use tax breaks and subsidies to boost the motion-picture industry, and will use 100 million yuan ($16 million) to support five to 10 films a year.

A top television show from China is seeking talent from the New York area to showcase a more diverse entertainment lineup for the program-"I Want to Perform in Chinese New Year Galais"- a variety show produced by China Central Television (CCTV), featuring comedy, dance, drama and musical performances. The show is a qualifying competition for performing at one of the biggest celebrations for Chinese people, the CCTV's Chinese New Year Gala.
