China and the United States have signed a preliminary agreement to cooperate on strategic petroleum reserves (SPR) marking the first such effort between the world's top two oil consumers. The International Energy Agency (IEA), the energy watchdog for developed nations, has long pushed for China to be more transparent in sharing its stockpile data, even though China is not an IEA member. Both the government and oil firms have guarded the details on stock levels amid worries that giving away data would put China at a disadvantage in the market.

Senior delegations from the U.S. and China signed eight partnership agreements to cut greenhouse gasses. The agreements are collaborations between businesses and research institutions to develop demonstration projects and technology sharing.

The new U.S. ambassador to China kicked off his first investment forum on the job with the hard sell: The U.S. is open for business and wants China to invest in what is expected to be an $8 trillion spending spree on upgrading its infrastructure, Max Baucus told a packed conference room at the U.S. Embassy in Beijing.

Virginia Governor Terry McAuliffe announced last week that Shandong Tranlin Paper Co Ltd, a Chinese pulp and paper company, will invest $2 billion over five years to establish its first US manufacturing operation in Chesterfield County, Va. Virginia beat out several other states for the project, which will generate 2,000 new jobs by 2020. The investment, announced on June 18, represents the largest Chinese investment and job creation project in Virginia history and is the largest Chinese greenfield economic development project in the US.
