Branstad has an extremely close relationship with Chinese leader Xi Jinping, going back to 1985, when Branstad served his first term as governor and Xi Jinping visited as part of a sister-state exchange program. The two renewed their relationship in September 2011, when Branstad visited China, and again in February 2012, when Xi returned to Iowa.

U.S. Secretary of State John Kerry made his first visit to China as Secretary. He met with chairman Xi Jinping, Premier Li Keqiang, and State Councilor Yang Jiechi.

The People's Liberation Army and the U.S. Army Pacific participated in a disaster management exchange in Beijing, Kunming, and Chengdu. The Chinese side was led by Deputy Chief of General Staff Qi Jianguo. The U.S. side was led by Major General Stephen Lyons, commander of the 8th Theater Sustainment Command.

Guided missile destroyer USS Winston S. Churchill participated in a joint counter-piracy exercise near the Horn of Africa on September 17, 2012. The PLAN frigate Yi Yang (FF548) was the exercise partner. The two ships worked on a combined visit, board, search, and seizure boarding. Following the exercise, the two sides discussed how performance could be improved.

U.S. Secretary of Defense Robert Gates visited China for four days. He met President and Central Military Commission Chair Hu Jintao, Vice President Xi Jinping, Gen. Xu Caihou, vice chairman of the Central Military Committee, National Defense Minister Gen. Liang Guanglie, and Foreign Minister Yang Jiechi.

Admiral Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, visited China, following up on a visit General Chen Bingde, chief of the PLA's general staff, made in May 2011. Discussions covered disputes in the South China Sea, arms sales to Taiwan, and China's military modernization and cooperative efforts.
