1999 U.S.-China Oil and Gas Industry Forum

The second Forum meeting was held July 20-22, 1999, at the James A. Baker III Institute for Public Policy at Rice University in Houston, Texas. The courtesy extended by the Baker staff as well as the enthusiasm and support of industry and government representatives combined to make the second session a success. More than 130 individuals participated in discussions held during the working two days of the Forum. Representatives from 12 companies combined their talents to deliver presentations on all aspects of the oil and gas industries of both nations. Several excellent presentations were made by government representatives on policy and regulatory development. One of the most notable signs of the development of the Forum was the increased and lively Question and Answer sessions, where the impromptu questions and direct answers from representative of both nations greatly enhanced the understanding of the participants.
Outcomes: 
As they did at the close of the first session, the participants agreed to have the Steering Committee meet to propose a draft agenda and dates for the third session. The two sides have agreed to encourage senior level U.S. and Chinese industry and government participation for the third Forum meeting. Participants in the Forum also recommended that smaller groups of experts meet in between the larger full Forum sessions to increase U.S. understanding of key policy developments and contribute to expert capacity on the Chinese side. The second Forum was followed by a U.S. natural gas experts’ visit to Beijing in February 2000 for detailed technical dialogue. Also in 1999, the U.S. Minerals Management Service led a very successful training activity on competitive leasing.
